Description:   Opened: 2000-04-19 11:10
When we Drag the Topmost toolbar(the one that contains file New, Open..)down to
switch its place with the lower toolbar then the TOP RULER gets distorted. It
becomes a single wide gray bar. The Ruler is restored if the focus is shifted
to some other window or if we Dbl_Click on the ruler area.

I am unable to reproduce this bug on Linux.  Someone should check it on Win32.

Moving the menu toolbars should cause a call to invalidate the window. That
should cause the window to be redrawn similar to minimizing and reopening the
window. Then all should redraw correctly.

Just noticed something in addition. The location of the toolbars is not saved.
Changing window focus and changing back causes the redraw, but... all toolbars
revert to default locs.

Sorry to be so wordy, it appears the toolbars do not always revert here. They
did once or twice but they do seem to retain location more often than not.
