Tools,Spelling,Spelling Options should open the Preferneces dialog 
_on_the_Spelling_tab_  

Currently (on Windows at least) it merely opens the Preferences dialog and the 
user must switch to the Spelling tab themselves.  

This is unexpected behaviour.

This only happens on Win32. I can't reproduce on GTK+/GNOME and I know this
because I implemented this feature.

I added the code for Win32 to fix this bug
