Description:   Opened: 2001-09-10 14:37
If the cursor (insertion point) is in a line of Normal text, and the next line 
is a heading, and there is more Normal text below the heading, then:

if you press the down arrow, the cursor skips past the heading line and is 
postioned in the Normal text below the heading.

If you use the up arrow, the cursor will be positioned on the heading line.

0.9.3.1 on Windows 95

I can't reproduce this on 0.9.4/Win95. Pressing the down arrow goes from the 
Normal first line to the Heading 1 second line.

I'm marking this as fixed -- I noticed somewhere after the 0.9.3.1 build that 
this was no longer a problem.
